I called again yesterday; it was mailed Thursday (October 23) and should arrive "Tuesday or Wednesday" (the 28th or 29th) giving me four business days to return it in time for November 4.
The woman I spoke with yesterday said that if she were me, "I'd definitely overnight it - just to be safe." Well, fucking hell - $15.00 to vote.
The excuse I was given twice by Williamson County's Election Administrator office was that they received more than double BBM requests this year --- yeah, no shit, its *AN ELECTION.* And a controversial one at that. Shouldn't you be prepared for, in theory, every single person in the county to vote?
